Any way to level up specific abilities of Ring members/thieves?

I've had a contract in my inventory for the past 20-30 levels, but it requires Deception level 2 (which no one has yet). I'm desperately sick of it sitting in my inventory forever, and I would absolutely love to destroy the stupid thing, but it's a green contract from a smuggler's cache (The Nameless Play, for Gianna). Is there a way to force one of these jerks to level up their skill, or am I going to have to carry it until RNG takes pity and gives me a level 1 deception heist to level up Gianna so I can finally get my inventory slot back? I'm extremely hesitant to start top-loading my maps with smuggler caches to try to find one, in case I accidentally pick up more worse-than-useless heists.

Go to Wahako and buy contract with Deception 1 and level up char you want.

Or search your contractw for one with Deception 1 and run it.

I've since managed to level up the layabouts, but I had no idea you could buy contracts or drop quests/green quest items. Thank you for the information!
