Question with gem levels/atributes

so my gear is pushing up bv's level to the point where "i dont have 155" dex but its still operating/no gear turned red.



does this mean my bv is operating at a "lower" level or does it just not matter and is functioning at the level that my + gem level boosts give?

after some more research on this matter, my amulet has % reduced attribute reqs
