Frost Blades of Katabasis, Slayer: How do I get 'rage on hit'?

Guy's PoB: https://pobb.in/grvtIk8Qa-8j The only thing I can't figure out is where he's getting 'rage on hit' from. (It's not the gloves. The gloves just ramps up your existing rage value to max, I've tested it, it does not inherently generate rage or maybe it used to but it's been nerfed?) I've got the same items as this person, except they're lower in tier because I don't have 300 divs at the moment to buy Frenzy implicits and such. I also have the same skill tree and gems. I checked all of his items, skill tree and gems. There's nothing that grants rage on hit, not on his skill tree, not on his items, not on his gems yet in his videos he's getting rage on hit. How? Thanks. I also just noticed that. I was looking at his previous version of the build and he had NOTHING that granted rage. I guess GGG nerf'd the Admiral gloves since then.
