T17's Stopped Dropping?

I've been spamming T16 Dunes for the past week or so and was averaging a T17 Fortress every 5-6 maps. I just ran over 50 Dunes tonight and only saw 1 Fortress drop all night and it was right at the beginning of my session. I haven't changed my atlas or loot filter. There has to be something going on here - there's no way my luck can be this bad.
