starting settlements

Can I ask about quest starting settlements
where it claims have at least 1k in treasurey, but you have 1k after one map
i have in there over 300k but my quest wont proc

This is for a challenge right? Do you have the gold in your inventory or the treasury?

If it's in the treasury maybe a bug? Try moving gold to inventory so treasury is below 1000 then back into treasury. My has been ticked off, so don't know what the cause might be.
