Is Damage Overtime Multiplier = Damage over Time Multiplier with Melee Weapon Attacks ?

As above, I am very confused as the latest path of building cf doesn't increased damage for " Damage over Time Multiplier with Melee Weapon Attacks" for blood sap tincture.

When I enter your build in PoB, it shows me that the damage changes. "Damage over Time" is not the same as "Damage over Time Multiplier with Melee Weapon Attacks."
One affects bleed, the other affects the attack-hit, afaik. |
