Does "Nearby Allies Damage with Hits is Lucky" from Perfect Spirit of Fortune work with Mines ?

Hello, since PoB doesn't show anything for this Buff, i would like to know if it can affect the mines damage since they use the character's stats but are not allies and not considered you.

I think it would as long as the mine is within range of the Spectre, but I don't know for certain.
