Quest Tracking is Turned off, but still see, "Kinsmarch Disenchanting (Optional)"

I have quest tracking turned off, yet I am still seeing this placard for an optional quest on my screen... all the time. How do I get rid of this?

Also, I am playing a bow character, yet I have found about a million tinctures which can only be used with melee weapons... since a bow is not a melee weapon, none of these work with my character... Why are tinctures restricted to melee weapons?
