Enemy Sunder skill can't be evaded or blocked

I faced with this problem. Whenever a wild rogue using sunder skill, They always hit me and nearly always one shot me. My build is %90 evade with %88 attack-spell block Lightning Strike.

I read old forum posts, and this post exactly says sunder had bug years ago and cannot mis either.

Is anyone faced with same situation?

Well is it possible the rogue can have always hit as a modifier like resolute technique?

I always play a sunder jugg and can tell you I always hit so this rogue exile (?) is true to form.
