Fracturing Temple Mod on Gloves

I am down 15 fracturing orbs and it does not hit the thing, what are the actual odds? It is hard to believe it is 1 out of 4.

Pretty sure even odds on each mod, so yeah 1/4 if 4 mods. Sounds like bad rng.
0/15 should be a 1.3% chance. |

A well known streamer (steelmage) went 25+ fracturing orbs before he finally hit the mod he wanted one time. Just crazy unlucky.
