Nearby Enemy Monsters' Action Speed is at most 92% of base value


Fiendish Wings

Monsters' Action Speed cannot be slowed below base
Monsters have 30% increased Attack, Cast and Movement Speed

Don't know. I know this ascendancy wasn't having an effect on some t17 mods last league, I think abomination boss. Don't know if that got changed or confirmed as working properly.

The vast majority of the time, negative effects take priority. In this case it would be the "enemy action speed cannot be slowed below base" modifier. The trickster mod doesn't specify that it cannot go above 92%, it merely tries to set it to that value. Fiendish wings sets a clear limit though, base action speed.
