Risk bar bug on dock in kingsmarch.

i notice that sometime it's working fine but sometime the risk won't going up even when i the whole town resource on one ship.

and if i dare try to send that ship it will have some stupid accident happen and the risk is at least 50-60%

why is it happen and how to fix it?

so this isn't a bug or something? and why is it move to discustion? whatever
