Expedition is stuck on act 6

I cant get the events to spawn on maps even with 52 percent bonus from nodes. The questline is stuck on act 6 as well. The lost expedition. I can force the event with scarabs but i am still new and do not have the chaos to keep buying them. Any one know if this is a common bug and is there a way to force the quest to restart?
