Hollow Palm Problem

Hey guys I'm fairly new to the game, I was following a build https://pobb.in/LqibsJ2cmqJp that uses Hollow Palm but it seems to not be working, Hollow palm is not adding any flat damage per dex nor the attack speed. Not sure if I missed something here, maybe it's not counting me as dual wield?

It looks like, despite the jewel being socketed, the passive granted by the jewel is not allocated. Socketing the jewel itself does not grant Hollow Palm Technique, you have to allocate the Keystone that the jewel adds to your tree.
