Failed to load the shop. Try again in a few minutes

I can't open the microtransactions menu in-game POE. I want to purchase with steam wallet.

When clicked it says "Failed to load the shop. Try again in a few minutes"

I had that issue. Solved by the running game with admin rights.
There is a three ways to do that:
1) Right Click => Launch as Admin
2) change properties for all users > launch as admin checkbox, apply and save.
3) My own preference: via Total Commander wich bind to launch as admin all the time: add PoE executeable to the Button Bar (drug and drop it on the top).
