Got a commandeered with 0% risk

Got a commandeered with 0% risk, is that how it's designed? It just happened 2 times in a row before, also at 0%. This is the third time.

Bottom paragraph, RISK dose not affect the chance for your ship to be commandeered Ancestral Bond. It's a thing that does stuff. -Vipermagi

Just kill the guy. This fight is well designed.
Im honestly trying to farm him as often as i can. And when i send ships i always say "Find me a pirate mates!".  |
