Jorrhast's Blacksteel, Steelhead not working?

Can anyone explain how I can confirm this weapon works?

I tried several situations

active hit gem on the weapon and killing a bunch (Thinking the 25% applies on that active skill) no dice.

External skill Ex. infernal blow. No dice.

Bladefall for supplying weapons, No dice.

Normal attack naked with just the weapon.


This item looks like it does nothing.
