Enlightment bugged?

Anyone knows why enlightment is not working on grace and purity of elements? I have grace/purity of elements/precision/enlightment all linked and grace and purity of elements still have 50% mana res. Tried Hatred too, same thing. Is bugged or im doing something wrong?
