14/10 maven invitation: atlas still not getting invitation

I have completed 14 maps now trying to get this to drop, I had all the others drop right when I hit the goal (6/6, 8/8 etc) but now this one is not giving me the quest item. I have also checked kirac as people said and he has no option either. Is my game bugged?
