Low fps when I start the game, solved with restarting PC

AMD Ryzen 9 7900X
Gigabyte B650M DS3H motherboard
NVIDIA geforce 4700 Ti
5600 memory 32gb

After turning on my PC and starting the game, I get really low FPS (around 55, GPU usage cca. 60% in menu) and the ingame graphics are horrible and pixelated. When I restart the PC it works normally, I get my target FPS of 144 with less GPU usage % (30ish% in menu). If I turn on my PC and restart it before running the game it also works. I'd love to get a solution to this, since it's annoying to turn on my PC and then instantly restart it as well.

Similar problem to yours, 7800x3d and 4090.

Sometimes game launches at 55-60 fps and only solution is to restart pc, what's even stranger is GPU Usage is at like 98% for some reason, which makes no sense. If i start a different game it launches with correct fps, this problem only seems to persist with PoE and nothing else.

I tried to reinstall the game, but problem is still there, some technical help would be appreciated...
