Confused on what area level lycia drops orignial scripture

It says on the wiki that it can drop from an area level of 81+, I am confused if it means that I can run lvl 80-81 forbidden tomes? As they increase in area level every stage; although, I keep hearing to only run level 83 tomes if I want to farm original scripture. Is the wiki wrong or am I misunderstanding something?

I think it can drop on 81+(may not be the case) but only works on 83. Could be that probability of drop is higher on 83, not sure about that.
