retaliation in sanctum

I found myself unable to use retaliation in sanctum. I am well aware the basic of sanctum and resolve however as someone who is maining retaliation skill, I found myself to be literally unable to do sanctum as they cannot proc ( or cannot block ) is this a bug or really intended (to be unable to block)?

I had similar experience today. I decided to try first run and Crushing fist/ Eviscerate didn't trigger at all despite block procing. Feels like a bug.

tried to run twice today, 1st run i managed to proc retaliation skill once not sure from where. the second run nothing at all. hope they fix this bug

I'm seeing the same thing. Maining retaliation, ran sanctum with no procs so I just let my character die.
