How will this interaction work?

I imagine they thought of that and made it work just like minimum charges do. If you are a minimum rage, you cannot spend/lose rage and therefore rage vortex of berserking will deactivate.

Also same question for Berserk buff which seems to be working the same.

Just tested it: doesnt work.
Just like @Bardharr said, you cant spend the minumum "charges". |
