Animation Cancelling Time Should be Static per Skill, not Scale Based on Speed

This point is most glaringly obvious if you have tooling in your build that massively increases your speed temporarily. Adrenaline or Vaal Haste for example. It's harder to test the difference otherwise, but it is still there and affects game feel subtly.

How long you have to press and hold your skill for it to lock in vs cancel varies significantly based on your speed.

I use Leap Slam in the classic CoC DD. Continually Right-click and hold Lancing Steel, while occasionally clicking Leap Slam. When Vaal Haste is going, the window to lock in/cancel Leap Slam is far shorter. This difference just doesn't feel right and is what I'm talking about.
