Modifiers re-sort when pressing Alt

Small thing I noticed when pressing Alt over an item, the modifiers re-sort when showing their tier and ranges. Ex - "+20 to Strength" may be the last modifier listed, press Alt and it moves up one, and then back where it was.

Is this on purpose?

Wouldn't you want them to be in the same spot when pressing Alt and then not for readability?
