P/C a synthesised Bone Ring w/ Gain arcane surge on hit (THE ONLY ONE OUT THERE?)

I dunno if there are any other Bone rings out there on standard with this Synthesis mod, I have checked on trade, and none have come up. So I'm assuming this is the only one out there atm.

It hasn't been crafted, so a price check just as a base would be appreciated!
