Texture stuck at medium even with 10 GB VRAM

I just got a new gaming laptop (MSI Delta 15: https://www.msi.com/Laptop/Delta-15-A5EX/Specification). It has a Radeon RX 6700M with 10GB GDDR6 VRAM. Drivers are up to date. Graphics are set at defaults, and the correct graphics card (Radeon, not the motherboard one) is automatically selected. I'm in DirectX rendering, Vsync enabled.

Unfortunately, the Texture Quality is stuck at Medium, and is greyed out. This is most noticeable in town with other characters, when it is so pixelated that it looks like the original Doom game. I'm talking REALLY bad. I have read everywhere that this can be caused by low VRAM, but 10 GB is way more than enough for POE. Is it possible that this graphics card is too new for POE compatibility or something? Really hoping to resolve this.

I also have a MSI Delta 15. All of the drivers are up to date, and from what I can tell, PoE just doesn't recognise the Radeon RX6700M. Both graphics cards are Radeon based, so it wouldn't make sense for the drivers to be working on one card but not the other. My main card works just fine on every other game I play.

If I disable the integrated graphics card and run PoE, then it runs abominally slowly and the renderer refers to "Microsoft simulated renderer" or some such strange thing.

From what I can ascertain from searching the forums, this applies to everyone who uses PoE with an MSI Delta 15.
Can you guys try changing texture quality in config file and see if it works?
run POE through its own launcher, not steam. fixed.
