Can someone explain the mastery portion of the skill tree?

I couldn't find anything that explains this new feature. Such as Life Mastery, how does it work?

You allocate a point to the Mastery and then you get to pick one of the options per wheel that you unlock.
~ Please separate the PoE1 and PoE2 forums.
