Problem with gpu/cpu usage ?

So i got omen laptop by hp with 8gb ram ( only ye ), gtx 1050 ti 4gb, i7 8750h ( 12 cpus )
and the problem is : My CPU using all cores at 100% utilization but my GPU using only up to max 15-17% utilization with 20-50$ memory usage. whats the problem here ? too less ram ? the game doesnt use full of my GPU and idk why... time to buy normal pc with 16-32gb ram ?? not gonna mention my CPU is over 95-98 degress... ( working on turbo 4.0mhz ), with 2.0mhz its 60-80 degrees. 75hz monitor, 75 fps capped, most of the time its 50-75, or 30-50 in ultimatum ( no freezes that shows fps drop to 1 so atleast this... ) but how about the GPU usage ;o any tips ? You can try MSI afterburner, but that is totally at your own risk, that thing can actually brick your hardware.
