Summon Skitterbots + Passive Skill Tree Aura Effect = shock and chill effect work?

No, because your minions have the aura and are applying the ailments, not you.

Skitterbot's "aura" tag is meant to be read "It will benefit from -x% Reduced mana Reserved and +x to Aura skill". It will not benefit from increase Aura effect because, well, Summon Skitterbot "aura" (it's not really an aura, not even a buff) does nothing except... well, summon skitterbots.

Skitterbots are the ones who apply their aura. They are minion skills, thus are unaffected from anything that does not specifically say "minion" or "ally/allies" in it.

You can, however, boost Shock and Chill effect from Skitterbot's Auras by supporting Summon Skitterbots with Hypothermia, Unbound Ailment and any other skill gem that boosts or interact with Shock, Chill or non-damaging ailments. Just mind your mana reservation when you do.

Also, if you use Profane Proxy to override one Skitterbot's aura with a "blasphemous curse", the Skitterbot's curse aura is NOT boosted by you "+x% effect of your curse", because that curse does not come from "you" (also it does not say "minion" or "allies")
