First Character, Looking for Cyclone Build Advice

Hi All, this is my first seasonal character and I'm looking for some feedback on how to optimize my Cyclone build.

Some questions.

1) Where can/should I be making cuts in the skill tree to drop in cluster jewels, and what stats should be prioritized there?

2) Gear - Helm/Enchant, I've had no luck getting the Cyclone enchants from Uber lab, so debating between buying a Starkonja with cyclone atk or dmg, but which is actually better? Rest of gear - should I be adjusting to optimize other stats (evasion/atk modifiers?)
