Some help with cyclone

Hello!
I was running slayer Cyclone like two season ago and I had no problem, now I have a little problem that I cant seem to resolve so if someone could help me it will be great!

On my duelist but i cant mana leech from anywhere. (from map or normal act)
and I have 2.45% mana leech from attack.

Can someone point me why?
