Im not an expert by any means but i will do my best.

The lightning res is pretty good
the move speed is relatively low
the armor evasion is also relatively low
The fact that its missing life kinda hurts it imo
The enchant is decent if you are a spell caster

so overall it may be worth 1c if that im not too sure tbh
