(Theorycrafting) Maxblock RF Gladiator

I want to make an ultra-safe, life based, high block, not too expensive Righteous Fire character. This is my attempt so far, I don't expect millions of dps or anything especially with a low budget, but the damage looks pretty bad to me. Could one of you lovely people help me out with getting this build to work?

Staff + Block might work better for damage (I'd have access to a 6-L) but I'm not sure I could get sufficient block chance to feel how I want. I'm also considering using Gratuitous Violence and giving up Violent Retaliation for explosions, not sure if that is worth it or not. The only Uniques I really need/want to use are the Kaom's Heart (I already have it and spent most of my currency getting it for a different character that broke with the new skill tree), Rise of the Phoenix, The Anvil and Doon.
