Gravicius DOES NOT show up by himself as Leader in Intervention. Not sure if intended or if Hillock (Intervention) needs to be free to be able to spawn(roll) Gravicius. If intended, this means that Leaders of each Faction cannot spawn by themselves if their ONLY subordinate, in this case, Hillock (Rank 2 or Higher) is in prison.

I searched the entirety of the map besides the labyrinth trial, a second time to ensure that I didn't just "miss" the encounter.
