skill effect if your skill comes from gear

hi,

anyone know if i can use a skill effect if the skill comes from a
piece of gear, e.g. i have a ring that grants lvl 22 herald of thunder
but can't set the automation effect to it becaus i have no gem equiped,
should be the same with other effects.
If that's the case GGG could possible make a change to that in the future.

Nope, and from what I've heard it's a technical limitation currently.
