Can I see friend`s account and chars?

You can click on your account name in the upper left corner, then you should see your guild name on the middle of the screen, click it to see all members of the guild, and you can then click on them to see their profiles.

Edit: Wops, I misread. If he is not in your guild, you need to know his account name. Then you just go to your own profile and change out your account name with his in the url.
