Inspired Learning randomly stopped working

Hello, my Inspired Learning jewel was working before as intended and now it's not longer giving buffs upon rare kills. I did not change any passives or anything and killed enough rares to confirm that it is indeed no longer working.

Your Incursion Deadeye has only 3 Notables allocated in radius, though. It shouldn't work for this character unless you allocate one more Notable.
