Is Bloodseeker affected by 20% leech cap?

PoB displays about 66% of my life as "Life Leech/on hit rate"

If true, than BS is truly bullshit (sorry for bad joke), you are practically invincible. Ok, endgame bosses take 10-15 min but is anything that can kill you (75 elemental res, 6200 life, 4000 leech, 7 aps, champ 26% fortify (+some block, armor and evasion))?

I'm asking because I always had problem with defense in eng-game and only can begin to play next week (finals), so can't try out.
