Shroud of the Lightless and Jeweller's Touch

I'm not sure if it's intended or not, but jeweller's touch doesn't work on shroud of the lightless. It just works like a normal jeweller's orb when it's used. Is it supposed to be like this?

Did you complete the prophecy or do you still have it? When using prophecies like Jeweller's touch an Fated connections you have to re-enter the instance before they apply.
