Yriel's Fostering Rhoa Broken

My armor doesn't seem to let me summon anything. I have regular links, nothing that should stop me from summoning it. As if that wasn't bad enough the tool tip for it is literally blank. I've tried taking armor off, relogging, restarting computer. Nothing works, it seems to only be me. My friend is using his fine.
