Why are new legacy items foil?

I thought about this and it made little sense to me why the old ones were left cosmetically unchanged and the new ones altered. Aside from distinguishing these items as newer why weren't the older legacy versions considered for this over the new ones? Like for instance why would I want an older one over the newer ones when they have a cool effect in the inventory screen? I don't understand this seems like an oversight to me. Sucks for those who actually had the legacies I think? I'm not upset they are back in the game more upset the newer versions are altered in a cool way rather than the older ones.

Chris told his team to implement foils.

Personally I like it, even if the 3D art for it doesn't color change like foil.

That actually had absolutely nothing to do with my question. Though I appreciate the background. The point I'm trying to make and understand is why the newer legacies were given the foil effect over the older ones? GGG stated it was to differentiate but wouldn't it make more sense to make true legacies with the cosmetic effect? Or was this out of GGG's capabilities due to them being older items? (I'd imagine that is not the case)

Shouldn't the real deals be the ones that are foiled then?
The entire reason those legacy items exist at all is because it's unreasonable to alter them to a different item, whether that constitutes changing an item modifier or changing the 2D art. GGG probably could've made legacy items shiny if they thought of that when the first wave of legacy items came into existence, but that's a very long time ago.
If they could easily change old legacies, they would have changed them to current versions long ago. They avoid making legacy items when they can. So if you got your wish, you wouldn't get what you wanted because there would be no more legacy items to foil.

No, you completely missed the reference. MTG has foil cards. Some foil cards are crappy cards. Some foil cards are great cards. But the most important reference you missed: not all cards of a specific card are foil.

I can't help it if you missed the parallel between MTG foils and PoE legacy foils. I don't expect you to know everything about MTG, but at least research something before you make stupid statements like the one I quoted above.

That's not true if that was true Consuming Darks would still have 75% conversion of fire dmg to chaos rather than 45%. They can update any live legacy item or remove them at their leisure. Whether or not they can change the art; however is up for debate but I don't see why that wouldn't be possible. *given* they have updated live items before.

Completely false it actually makes more sense to foil the legacies and the legacies from the league. however true legacies should have their own color, and league colors should as well. This would help differentiate when trading between the two but also help players know when they are trading for legacies, true legacies or even to compare to current live versions.
