Yep. That one.
If its a utility flask then quality increases duration, which is always a good thing.

If it's a health or mana flask (like divination distillate), then it increases the amount of life/mana you get from the flask. That's a bad thing because regardless of the flask duration, its effect will stop as soon as your hp/mana is full (and it will become full quicker due to the quality). That's bad because it means the flask can end up lasting only a fraction of a second instead of the full duration, so you end up missing out on the other benefits (mf in the case of divination distillate).
