if I hit an enemy with an arrow that does every single element on strike, does the enemy get a total -25% resist to all elements? or can it only happen with one element at a time?

I think he'll have +25% res to all elements.

" I'm pretty sure the devs said that if you hit with all elements it will not trigger EE - unless soething changed in the last 2 patches that should still be the case. Proud 5th duelist in the Jul 1 2012 Ladder Race and in the Nov 3 2012 Solo Turbo Race :D

Why would it not trigger it? and I don't see at all how they would get +25% resist to all

It used to not trigger. Then they changed how it works. Now if you hit with all 3 then they get +25% to all 3.
Which is exactly what the text on it now says. |

when i (ranger) have maps with that handicap i don't recognize the difference at all. It's practically a free quality mod ;D
