Chance to freeze: does it work without cold damage?
I was tossing ideas around on Glacial Hammer, which has an innate chance to freeze, with a few friends. One brought up an interesting point: You can convert 100% of cold damage to fire, but would that mean that you couldn't freeze anymore with GH? Debate ensued on if it'd be better to freeze over doing raw damage with everyone assuming no.
but the truth is, we don't know. Again, GH has an innate chance to freeze, nothing says that it needs cold damage in it's description. But on the other hand, Freeze won't proc if the duration is less than .3 of a second, which is based off damage. So the question is, if GH did 0 cold damage, would it still freeze? |

it technically does work, but the duration is based on cold damage dealt vs target max life, and the minimum amount required to freeze (without freeze duration modifiers) is 5% of target max life. 0 damage will not reach the threshold
