herald of ash/ice + generosity = useful for minions?

the question is in the title. do my minions get x% of their physical damage as ele dam if I do this?

The only modifiers that apply to minions are either mods from auras or mods that state specifically that they are "minion mods".
Heralds are neither, so no. And worst change is putting almost all bosses in new version of maps into fucking small areas, where you can't kite well or dodge stuff. What a terrible idiot invented that I want say to him: dude flick you, seriously flick you very much.

Yes, Generosity + Hatred is a good combo for a lot of summoner builds.
