No to both. All flasks work with vaal pact, only innate character regen does not work.

If I grab Zealots Oath, should Vaal Pact affect it?
VP says "prevents life regen" ZO says "Life regen affects ES instead." Meaning the 2% LR nodes give 2% ES regen instead. (Not %2 of life total applied as ES regen). |

Regen with ZO doesn't work when you take VP. If you have no life regen, there is nothing to convert to ES regen.
